A government contract entity / agency is a term used to describe a particular governmental group; city, county, state or federal. For example, the government of the City of Houston, TX is an entity. Within that entity there are departments, such as the Department of Transportation. Different entities have different procurement structures, some pool all their departments’ bids within a Procurement Department. Other entities may allow the departments to put out and manage their own bids.
